BROWN COUNTY
WIS 172 Box Culvert and Resurfacing
Location/limits: WIS 54/WIS 172 Roundabout to WIS 172 Airport entrance, town of Hobart Brown County
Length: 2.2 miles
Cost: $2.1 million
Schedule: June 17, 2024 to September 10, 2024
Description of work:This project will remove the steel culvert near WIS 54 and install a pre-cast box culvert. Other work includes resurfacing WIS 172 (asphalt mill and overlay) from the WIS 54/WIS 172 roundabout to the Airport entrance and spot locations of frost heave repair. Pavement marking will be placed at all resurfacing areas.
July 15 to July 19: The contractor finished pouring the box culvert concrete floors, placed riprap and turned off the bypass pumps to let the water flow through the new box culvert. They also finished backfilling over the box culvert.
July 22 to July 26: The contractor plans to install the sanitary manhole and pipe, and finish placing gravel at the box culvert location. They also plan to place topsoil and restore the box culvert area.
Traffic impacts: The WIS 172 mainline will be CLOSED and DETOURED beginning June 17 for approximately two months.
- The roadway will remain open to businesses and properties in the work zone.
- NOTE: There is a hard closure at the box culvert locations. No traffic is permitted to pass. Access to properties in the work zone must come from either the east or west access point.
Detour: Directs through traffic to use WIS 54 and I-41.

WIS 54/57 Resurfacing
Location/limits: WIS 54 between University Way and WIS 57 in the City of Green Bay, Brown County
Length: 4.4 miles
Cost: $7.6 million
Schedule: May 20, 2024 to October 2024
Description of work:This project will resurface and repair WIS 54 (concrete repair and overlay and asphalt mill and overlay), resurface ramps for University Avenue/Nicolet Drive and resurface mainline University Avenue/Nicolet Drive (concrete repair and overlay), and concrete repair on Bay Settlement Road ramps. The project will also be replacing beamguard, replacing curb ramps at the southwest quadrant of Bay Settlement Road and Leon Bond Drive and the intersection of the eastbound off-ramp for Bay Settlement Road and Bay Settlement Road, replacing culvert endwalls, sand barrel arrays, pavement markings, shoulder rumble strips, and shoulder aggregate.
July 15 to July 19: The contractor began placing surface asphalt along the project.
July 22 to July 26: The contractor will continue paving surface layers throughout the project.
Traffic impacts: The WIS 54 mainline will remain open using temporary lane and shoulder closures for most of the construction. The following ramps will be closed during off-peak hours during resurfacing and repairing operations.
- WIS 54/57and University Avenue system interchange and on and off-ramps
- WIS 54/57 and Nicolet Drive on and off-ramps
- WIS 54/57 and Bay Settlement Road/County EA on and off-ramps
- Consecutive ramps will not be closed at the same time.

Local roads: University Avenue/Nicolet Drive under WIS 54/57 and Bay Settlement Road/County EA over WIS 54/57 will remain open and constructed under single-lane closures.
Detour: The detour for the WIS 54/57 and Bay Settlement ramp closures will use Bay Settlement Road and Algoma Road (County I).

BROWN AND OUTAGAMIE COUNTIES
WIS 96 Resurfacing
Location/Limits: WIS 96 from Claribel Street to Green Street in the city of Kaukauna and the village of Wrightstown in Brown and Outagamie counties.
Length: 4.9 miles
Schedule: May 20,2024 to July 2024
Cost: $2.6 million
Description of work: The project consists of milling and resurfacing WIS 96 from Claribel Street to Broadway Street. Other work includes storm sewer and pipe culvert repair/replacement, curb ramp improvements, widening the paved shoulder from 4′ to 5′ in various locations, adding rumble strips, and pavement marking.
July 15 to July 19: Crews will continue curb ramp upgrades in Wrightstown with removals, curb and gutter, and sidewalk pours. Culvert and storm sewer repairs will finish up between County U and County DD. Asphalt paving is scheduled to begin early in the week.
July 22 to July 26: Crews will continue curb ramp upgrades in Wrightstown with removals, curb and gutter, and sidewalk pours. Asphalt paving will continue between County U and County DD. Shouldering, rumble strips and permanent pavement markings are scheduled toward the end of the week.
Traffic impacts:
- WIS 96 CLOSED from County U to County D (Broadway Street) beginning Thursday, June 20 through the end of July 2024.
- Access will be maintained to businesses and residents along the project corridor throughout construction.
- Linda Street will be closed at WIS 96 (Main Street) for storm sewer repairs from Monday, July 8 to Friday, July 12.
Detour: Directs traffic to follow County DD (Broadway Street) and County U (Lock Street)

MANITOWOC COUNTY
US 10 and WIS 310
Location/limits:US 10 and WIS 310 between County P (Branch) and County R, and County R to Columbus Street in Two Rivers.
Length: 2.6 and 6.1 miles for a combined total of 8.7 miles
Cost: $4.3 million
Schedule: July 8, 2024 to mid-October, 2024
Description of work:This project includes miscellaneous culvert maintenance work, culvert lining, concrete curb and gutter, removing asphaltic surface milling, cold in-place recycling (CIR) pavement and overlaying of the roadway, replacing existing guard rail as well as pavement marking, centerline and shoulder rumble strips and other incidental work.
July 15 to July 19: The contractor completed the milling of the existing roadway surface and continued with the cold in-place recycling work. The contractor also began paving the leveling layer of asphalt late this week at the west project limits working to the east.
July 22 to July 26: The contractor will finish the cold in-place recycling work this week. The contractor will also continue to pave the leveling layer of asphalt working from the west to the east.
Traffic impacts: Beginning Wednesday July 10, 2024, traffic will be limited to one lane for alternating eastbound and westbound traffic through the use of a flagging operation and pilot cars while there is work being performed.

US 10 Passing Lanes
Location/limits: US 10 from the village of Reedsville to County J in Manitowoc County.
Length: 3.6 miles
Cost: $3.33 million
Schedule: May 6, 2024 to September 2024
Description of work:
- Construction of two miles of an eastbound passing lane between Manitowoc Street/Pleasant View Road and County G.
- Construction of two miles of a westbound passing lane between County G and Fritsch Lane.
- Reconstruction of short sections of Rocky Ledge Lane, Menchalville Road, and Fritsch Lane to match the new passing lanes, and installation of new signs and pavement markings in the passing lanes.
July 15 to July 19: Contractors moved operations to Menchalville Road and completed excavation and grading at that intersection. The contractor then began excavation and grading of the westbound passing lane near Brodtke Road progressing west. Staking for curb and gutter was completed at Rocky Ledge Lane, Menchalville Road, and Fritsch Lane.
July 22 to July 26: Contractors will continue excavation and grading operations in the westbound passing lane from Fritsch Lane to the west. Curb and gutter will be completed at Rocky Ledge Lane, Menchalville Road, and Fritsch Lane.
Traffic impacts: During construction operations, US 10 will be reduced to one lane of travel with temporary signals installed to direct traffic between Reedsville and County G. During non-working hours and weekends, the signals will be placed in flashing yellow mode and traffic will be opened to two-way traffic.

MARINETTE COUNTY
US 41 Resurfacing
Location/limits: Flame Road in the town of Peshtigo to West Cleveland Avenue in the city of Marinette.
Length: 2.7 miles
Schedule:April 15, 2024 through July 7, 2024
Cost: $3.41 Million
Description of work: Work includes asphalt resurfacing and concrete repair, guardrail grading and replacement, median drain replacement, inlet adjustments, curb and gutter replacement, electrical loop detector replacement, rumble strips, and pavement markings.
July 15 to July 19: Contractor expects to complete pavement marking for US 41.
July 22 to July 26: Contractor will removal of all traffic control devices.
Traffic impacts: There will be a lane closure during final pavement marking operations.
OUTAGAMIE COUNTY
Capitol Drive Bridge Replacement – This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere.
Location/limits: Capitol Drive over I-41 between North Capitol Court to West Capitol Drive in the city of Appleton.
Length: 0.31 miles
Cost: $5.22 million
Schedule: April 1 to November 1, 2024
Description of work:This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This current contract is to replace the Capitol Drive overpass and approaches. Temporary median widening will be constructed along I-41 from the south of the WIS 15 interchange to just east of the North Lynndale Drive overpass. Please see the project website for details of the five-year project.
July 15 to July 19: Crews continued I-41 median widening from north of WIS 96 to just east of Lynndale Drive Overpass (this work will take place at night under median lane closures). Crews started bridge decking for the Capitol Drive Overpass.
July 22 to July 26: Crews will continue decking the Capitol Drive Overpass bridge. Crews will continue I-41 median widening from north of WIS 96 to just east of Lynndale Drive Overpass (this work will take place at night under median lane closures). Crews will continue with storm sewer installation along WIS 15, west of I-41 and south of WIS 15.
Traffic impacts: From 2024 to 2030, there will be numerous roadway and ramp closures and full interchange closures as part of the I-41 Expansion Project.

Overnight ramp closures: July 19, July 22 and July 23
- Southbound I-41 on-ramp from WIS 15 CLOSED 7 p.m. to 5 a.m. (July 22 and July 23 are back-up dates for closure should weather inhibit construction operations).

- June 10 through September 30: Northbound I-41 inside lane closure from 9 p.m. to 5 a.m. the next day.

Rose Hill Road Bridge Replacement – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.
Location/limits: Fairlane Drive to East Evergreen Drive
Length: 0.27 miles
Cost: $3.48 million
Schedule: April 29 to September 2024
Description of work:This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This work is to replace the Rose Hill overpass and approaches on both the west and east sides of the overpass. Temporary median widening will be constructed along I-41 to accommodate a temporary barrier wall during abutment and pier construction.
July 15 to July 19: Crews will continue to import and place borrow material. Bridge construction will continue, which will include curing of the bridge deck and installation of rebar and concrete on the parapets over the next several weeks. Erosion control and traffic control devices will be installed and maintained as necessary.

County N Interchange Reconstruction – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.
Location/limits: Moasis/Patriot Drive to East Evergreen Drive
Length: 0.25 miles
Cost: $4.21 million
Schedule: June 17, 2024, to December 2024
Description of work:This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This work is to reconstruct the County N Interchange at I-41 and the County N and Moasis/Patriot Drive Intersection.
July 15 to July 19: The contractor began removing existing pavement and grading the southbound I-41 ramps and County N north of I-41. Crushing operations to recycle the existing pavement continued throughout the week. Clean up of demolition work on the existing bridge over I-41 continued during daytime hours. The contractor began placing concrete pavement on the northbound I-41 ramps and County N south of I-41
July 22 to July 26: Contractor will continue grading on County N and the I-41 ramps. The existing pavement will be crushed on site to use as base aggregate. The partial demolition of the existing bridge over I-41 will continue. The contractor will also continue placing concrete pavement on the northbound I-41 ramps and County N south of the bridge over I-41.

Southbridge Early Fill and Frontage Roads – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.
Location/limits: Local streets/frontage roads near the future Southbridge Interchange.
Length: 0.68 miles
Cost: $3.48 million
Schedule: July 22 to September 2025
Description of work: In order to build the new, I-41 overpass required for the Brown County South Bridge Connector, WisDOT must modify local frontage road realignment. Work includes roadway embankment, prefabricated vertical and horizontal drains, base aggregate, concrete pavement, hot mix asphalt pavement, storm sewer, erosion control, signing, pavement marking, and all incidental items necessary to complete the work.
July 15 to July 19: Crews will be staking and installing traffic control devices.
July 22to July 26: Project begins. Erosion control and traffic control devices will be installed and maintained as necessary.Crews will strip topsoil and perform grubbing along areas previously cleared.
Traffic impacts:Various I-41 lane closures will take place during construction operations, mostly during the nighttime hours between 8 p.m. and 5 a.m. weekdays, and 8 p.m. to 7 a.m. on weekends. Local road closures are anticipated in early August.

WIS 15 West Segment Reconstruction
Location/limits: WIS 15 from US 45 to County T from Hortonville to New London.
Schedule: April 1, 2024 through November 2024
Cost: $14.0 million
Description of work: This work is the final segment of the WIS 15 Majors project construction from New London to Greenville. This contract will reconstruct WIS 15 from a two-lane highway into a four-lane divided highway. The US 45 and WIS 15 intersection will be modified, and the traffic signals will be upgraded. Town roads will be modified for better alignment with WIS 15. The railroad crossing on US 45 (near the WIS 15 intersection) will be replaced with new signals.
July 15 to July 19: Grading work is occurring between US 45 and Cross Road. Highway subbase and base gravels are being placed between River Road and Kelly Drive. Box Culvert C-44-121, which is just west of Cross Road, has ongoing construction. Restoration work is ongoing on completed ditches and slopes. Culvert pipe work is ongoing.
July 22 to July 26: Grading work will continue between US 45 and River Road. The contractor will likely start on the Cross Road and Ledge Hill Road reconstruction. Box Culvert C-44-121, which is located just west of Cross Road, will continue to be constructed. Landscaping, restoration, and culvert pipe work will continue as needed.
Traffic impacts: WIS 15 is CLOSED and DETOURED between US 45 and County T until early November of 2024.
Detour: The signed detour will direct traffic to County T, County TT, and then US 45 for westbound traffic. Reverse for eastbound traffic.

WIS 54 Resurfacing and Seymour Roundabout Construction
Location/Limits: WIS 54 from French Road to Seminary Road in the city of Seymour through the towns of Seymour, Osborn, and Oneida in Outagamie County.
Length: 7.7 miles
Schedule: April 8,2024 to September 2024
Cost: $5.9 million.
Description of work: The project consists of milling and resurfacings of WIS 54 from French Road to Seminary Road with new hot-mix asphalt pavement, the construction of two, new roundabouts at WIS 54/County C and WIS 54/WIS 55, beam guard upgrades, widened pave shoulder from three to five feet, safety improvement by creating a dedicated left turn lane in Seymour, centerline and shoulder rumble strips will be installed in rural high-speed areas, and new pavement marking.
July 15 to July 19: Paving operations east of Seymour continued to progress east each day. Temporary pavement marking was placed on WIS 54 as needed at the completion of each day’s work. Concrete crews at the WIS 54/WIS 55 intersection continued placing curb and gutter, truck aprons, driveway aprons, and sidewalk.
July 22 to July 26: Paving operations east of Seymour will continue progressing east each day until their completion mid-week. Temporary pavement marking will continue to be placed on WIS 54 as needed at the completion of each day’s work. Crews will backfill curb and gutter, sidewalk, and topsoil will be placed throughout the intersection of WIS 54/55. Centerline and edgeline rumble strips will be installed later in the week throughout the rural sections of WIS 54.
Traffic impacts: Single lane closures with flagging operations can be expected on WIS 54 both east and west of Seymour.
The intersection of WIS 54/WIS 55 is closed and detoured for roundabout construction.
- Access will be maintained to businesses and residents along the project corridor throughout construction.
Detour: WIS 55 to County G to Mainline Drive.

WIS 76 and School Road Intersection Improvements
Location/limits: The intersection of WIS 76 and School Road in the Village of Greenville.
Length: 0.4 mile
Schedule: April 15, 2024, through early August 2024.
Cost: $2.6 million
Description of work: This project includes reconstructing the intersection into a roundabout. Work includes grading, storm sewer, mini storm sewer, culverts, reconstructing sanitary sewer manholes, base aggregate, concrete pavement, asphaltic pavement, curb and gutter, sidewalk, concrete driveways, shrubs, perennials, yard hydrant, final landscaping, signs, street lighting, and pavement markings.
July 15 to July 19: The contractor placed the asphalt along the roadways and driveways. finished pouring concrete sidewalk, curb ramps, colored concrete within the raised medians, and concrete pavement within the roundabout. Crews continued to final landscape where topsoil has been placed. Crews fine graded the base aggregate throughout the project in preparation for asphalt paving.
July 22 to July 26: The contractor will finish placing topsoil and final landscaping. Crews will install the plantings within the roundabout. Crew will install the street lighting.
Traffic impacts: The intersection of WIS 76 and School Road will be closed and detoured during construction.
- Access to homes and businesses will be maintained along the intersection leg in which they are located.
- Recreational trail will remain open to all users throughout the project. The trail has been relocated to its original location.
Detour: The WIS 76 detour will follow WIS 96 to County CB to WIS 15.

OUTAGAMIE AND WAUPACA COUNTIES
WIS 22 and WIS 76 Improvements Outagamie and Waupaca Counties
Location/limits: There are two construction locations:
- WIS 22 from 600 feet west of US 45 to the intersection of US 45.
- WIS 76 from WIS 54 in the village of Shiocton to US 45 in the village of Bear Creek
Length: 12.7 miles
Schedule: April 29, 2024, through mid-August 2024. Other work was completed last year as part of this two-year construction project.
Cost: $7.4 million
Description of work: This project includes grading, asphalt pavement, milling of existing asphalt, placement of new asphalt surface, and curb ramp replacements. Other work includes guardrail, pavement markings, rumble strips, traffic signal modifications, and other incidentals.
July 15 to July 19: Crews conducted beamguard installation and pavement marking.
July 22 to July 26: Pavement marking operations.

OUTAGAMIE AND WINNEBAGO COUNTIES
I-41 Rehabilitation and Maintenance
Location/Limits: I-41 from Neenah to Appleton from Breezewood Lane to WIS 96, US 10 in the village of Fox Crossing and Cold Spring Road.
Length: 7.92 miles
Schedule: March 25, 2024 through November 2024
Cost: $16.25 million
Description of work: This maintenance project involves extending the life of the existing bridges and pavement along I-41 with work including concrete pavement repair and replacement, concrete pavement diamond grinding, hot mix asphalt pavement, bridge approach slab replacement, miscellaneous structure maintenance and repairs, storm sewer repair and replacement, box culvert repairs, guardrail replacement, barrier wall replacement, pavement marking, signing, and finishing items. This project also includes replacing the bridge deck of northbound I-41 over Green Bay Road, bridge joint replacements on southbound I-41 over Green Bay Road, joint replacement and bearing modifications to the westbound WIS 441 to northbound I-41 ramp structure in the I-41/WIS 441 system-to-system interchange, and replacing a portion of the structure mounted noise wall on eastbound US 10 over Cold Spring Road.
July 15 to July 19: Diamond grinding crews continued work at various ramps and northbound I-41 lanes north of WIS 441. Bridge crews switched traffic on northbound I-41 from the inside lanes to the outside lanes between Main St. and WIS 441 early in the week and began bridge demolition for the second stage of the northbound I-41 over Green Bay Road structure (B-70-132). Road crews implemented long-term staging on southbound I-41, between WIS 441 and Breezewood Lane on Thursday night and began work on bridge approach slab replacement and guardrail removals in this segment. Crews continued with miscellaneous structure repairs, guardrail installation, and completed storm sewer, approach slab replacement, hot mix asphalt paving, and bridge sealant on the southbound lanes between WIS 15 and WIS 441.
July 22 to July 26: Diamond grinding crews plan to continue work at various ramps and northbound I-41 lanes north and the inside lanes south of WIS 441. Bridge crews plan to complete bridge demolition for the second stage of the northbound I-41 over Green Bay Road structure (B-70-132) and begin falsework and decking. Road crews plan to continue work on bridge approach slab replacement, asphalt paving, storm sewer work, bridge deck sealing, and guardrail replacement on southbound lanes between WIS 441 and Breezewood Lane. Crews will complete work on the southbound section between WIS 15 and WIS 441 and prepare the segment to fully open to traffic late in the week.

May 6 to September 2024 – CLOSED – Northbound I-41 on-ramp from County Road II
- Detour: County II to County CB to US 10 to I-41
May 6 to September 2024 – CLOSED – Green Bay Road
- Full closure of Green Bay Road between American Drive and County II
July 9 to July 28 2024 – CLOSED – Southbound I-41 on-ramp from College Avenue
- Detour: County CA to County CB to County BB to I-41
July 19 to August 9 2024 – CLOSED – Southbound I-41 off-ramp to Main Street.
- Detour: I-41 southbound to Winneconne Ave. to I-41 northbound

July 9 to July 28 – Long-term lane reduction on southbound lanes I-41 between WIS 15 and WIS 441. Opening July 28

SHEBOYGAN COUNTY
WIS 42 Resurfacing
Location/limits: WIS 42 between Pigeon River and North Village Limits in the Village of Howards Grove.
Length: 0.85 miles
Cost: $550,000
Schedule: July 15, 2024 to early September 2024
Description of work: This project includes curb ramp replacements, concrete curb and gutter, asphaltic milling, asphaltic overlay, and pavement markings.
July 15 to July 19: Project began. The contractor set up temporary traffic control and pedestrian accommodations, began sawing removal, and replacement of existing curb ramps.
July 22 to July 26: The contractor will continue sawing, removal, and replacement of existing curb ramps.
Traffic impacts: Beginning Monday July 15, 2024 the parking lanes along WIS 42 in Howards Grove will be closed to complete curb ramp replacement.

WINNEBAGO COUNTY
WIS 76 Resurfacing
Location/limits: WIS 76 at the US 10 interchange between County II and Shady Lane in the town of Clayton
Length: 1.0 miles
Cost: $1.13 million
Schedule: July 8, 2024 to end of August 2024
Description of work:
- Mill and replace asphalt pavement on WIS 76
- Remove and replace select areas of curb and gutter
- Remove and replace existing beamguard and grading improvements
- Pavement markings
July 15 to July 19: Crews finished curb and gutter removals, and then formed and poured the concrete curb and gutter where it was removed.
July 22 to July 26: Crews will place asphalt patching in curb and gutter replacement areas. Turf areas will be landscaped in curb and gutter replacement areas.
Traffic impacts: WIS 76 will remain open to traffic during construction.
- Both directions of WIS 76 will be reduced from two lanes to one lane in the divided highway areas.
- Flaggers will direct traffic near each project limit where WIS 76 transitions down to two lanes.
- Local, business and emergency access will be maintained at all times.

I-41 Rehabilitation (Lake Butte des Morts)
Location/limits: Lake Butte des Morts causeway between WIS 21 and US 45 in the city of Oshkosh
Length: 1.2 miles
Cost: $2.04 million
Schedule: May 28, 2024 to October 2024
Description of work:
- Remove and replace structure approaches for northbound and southbound I-41 bridges over the main channel of Lake Butte des Morts (B-70-265 and B-70-266).
- Replace and relocate a roughly 100-foot section of cable barrier on the west side of I-41 near the US 45 interchange.
- Remove and replace existing safety and weight enforcement facilities (SWEF) along I-41 near the northern shore of Lake Butte des Morts.
July 15 to July 19: Crews finished all miscellaneous stage 1 work, including temporary pavement markings, then reopened all lanes of I-41 for EAA AirVenture.
July 22 to July 26: No work scheduled for this week due to EAA AirVenture.
Traffic impacts: Impacts to I-41 mainline traffic include:
- All lanes fully reopened during the EAA AirVenture.
- Both directions of I-41 will be reduced from three lanes to two lanes across Lake Butte des Morts, except during EAA.
- This will cause delays.
- Southbound I-41 on-ramp from US 45 IS CLOSED and DETOURED until September 2023.
Detour: The detour route will follow US 45 to WIS 21 to I-41.

NORTHEAST REGION WIDE
Epoxy Pavement Marking
Location/limits: Various highways throughout the Northeast Region
Schedule: May 20, 2024 to fall 2024
Cost: $1,705,493.75
Description of work: This is a maintenance-level improvement that will lay down new epoxy pavement markings on Northeast Region state, US, and interstate highways.

Traffic impacts: All roadways will remain open during pavement marking. Epoxy pavement marking is put down under live traffic in a moving convoy.

Deck Sealing
Location/limits: Various highways throughout the Northeast Region
Schedule: June 3, 2024, to late June/early July 2024
Cost: $416,684.77
Description of work: This work involves the maintenance sealing of concrete bridge decks on interstate highways, US highways, state highways, and some local and county roads that pass over these highways.
Ongoing: No construction operations. Sealing suspended, but will continue at a later date to be announced here.
Traffic impacts: Highways will remain OPEN during sealing. Lane closures, flagging, or lane shifts will be used for very short periods (a few hours) during non-peak hours.
